Rubicon Carbon and the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia (KKP) signed a Letter of Intent to advance strategic collaboration on blue carbon development in Indonesia.
The collaboration seeks to accelerate the development of Indonesia’s blue carbon potential while supporting sustainable coastal ecosystem management and creating long-term environmental, social and economic benefits for coastal communities.
Indonesia is home to the world’s largest mangrove ecosystem and one of the world’s greatest blue carbon resources, positioning the country to become a global leader in nature-based climate solutions. Blue carbon supports climate mitigation, biodiversity conservation, coastal resilience and sustainable economic development, making it a cornerstone of Indonesia’s Blue Economy agenda.
Mangroves are among the world’s most valuable natural climate solutions. They capture and store significant amounts of carbon while protecting coastlines, supporting fisheries, enhancing biodiversity and strengthening the resilience and livelihoods of coastal communities.
During a meeting on 14 July 2026 led by Minister Sakti Wahyu Trenggono, together with KKP’s senior leadership team, and attended by Rubicon Carbon’s Head of Asia and Head of Asset Management, Flora Ji, and Chief Market Relations Officer, Filipe Blackwood Oliveira, KKP and Rubicon Carbon agreed to establish a strategic partnership to explore opportunities for high-integrity blue carbon development in alignment with Indonesia’s national priorities, climate commitments and regulatory framework. Potential areas of collaboration include technical cooperation, project development, innovative financing, investment mobilisation, carbon market access and stakeholder engagement.

Sakti Wahyu Trenggono, Minister of Marine Affairs and Fisheries of Indonesia, said:
“Indonesia is committed to unlocking the full potential of its blue carbon economy while ensuring that coastal communities remain at the center of its development. Through this collaboration, we aim to restore and strengthen mangrove ecosystems along the northern coast of Java, with the potential to cover 50,000-70,000 hectares. We will work closely with local communities and deliver lasting environmental and economic benefits.”
Working alongside KKP, and with the support of Indonesian strategic advisory firm Equatorise and other Indonesian partners, Rubicon Carbon will contribute its expertise in science, financing, carbon markets and asset management to support the development of credible and investable blue carbon programmes in Indonesia.
